我国第一部规范畜牧业的法律一《中华人民共和国畜牧法(草案)》于今年8月23日提请十届全国人大常委会第17次会议审议。草案有三大看点: 1．突出畜禽遗传资源保护为了保护和合理利用畜禽遗传资源,草案对畜禽遗传资源的保护作了全面规定;一是建立基本制度,包括畜禽遗传资源保护制度,畜禽遗传资源的鉴定、评估制度等。二是明确中央和地方政府在畜禽遗传资源保护中的责任,将建立畜禽遗传资源基因库、保护场、保护区、作为主要的保护手段。三是对畜禽遗传资源的进出境管理作了明确规定,境外的机构、个人取得原生我国的畜禽遗传资源必须经有关部门批准,对其中国家级畜禽遗传资源保护名录中的畜禽遗传资源,要按照共享惠益原则分享研究和开发畜禽遗传资源所获得的利益。
