安全生产,始于人类的生产活动。我国自古就非常重视安全管理问题。例如,在安全生产技术上,16世纪~17世纪,明代宋应星所著的《天工开物》一一《燔石》章,就论及到竖井采煤的安全管理状况,书中详细记述了在井下安装巨竹筒,以排除瓦斯和巷道支护的技术,以及烧砒石时的安全措施。在安全生产管理上,历史上也曾有过“只许州官放火,不许百姓点灯”的讽刺诗作。诗中所讲的这种古代的鞭炮禁放令,估计是为了安全,因此不准老百姓燃放鞭
