The implementation of the “Law of the People’s Republic of China on Entry and Exit Animal and Plant Quarantine” has greatly promoted the development of China’s agricultural production and foreign trade. However, due to the lack of a correct and comprehensive understanding of the Quarantine Law by some of the relevant personnel, accidents that evade quarantine and missed inspections in the import and export of agricultural products have occurred from time to time, causing undue losses to the country and the enterprises. Lessons and Inspirations In March 1978, in Malta, an island nation in the Mediterranean, a peasant household fed pigs with leftovers on an airplane, resulting in an “African bristles”. At first, 2/3 of the country’s pigs were culled, and the epidemic was still spreading. In the end, the government had to order the remaining 1/3 to be killed. By January 1979, the entire Maltese nation had disappeared.
