近年来随着贸易保护主义的重新抬头,反倾销的使用有扩大的趋势,这种扩大不仅表现为反倾销立案数和肯定性终裁比例的上升,还表现为反倾销的使用国范围也在不断扩大。我国已连续多年成为遭受反倾销调差最多的国家。只有充分认识倾销与反倾销的辩证关系,揭示其内在规律,我们才可能找出应对反倾销的对策,并为国际贸易活动提供理论保障。
In recent years, with the resurgence of trade protectionism, the use of anti-dumping has been expanding. This enlargement not only shows an increase in the proportion of anti-dumping cases and affirmative final rulings, but also indicates that the scope of anti-dumping countries is also expanding. For many years, our country has become the country that suffers the most anti-dumping adjustment. Only by fully understanding the dialectical relationship between dumping and anti-dumping and revealing their inherent laws, we can find a solution to anti-dumping measures and provide theoretical guarantee for international trade activities.
