如何把部队标准经费管好、用好,发挥经费使用的最大效益,笔者认为应从以下几个方面抓好落实。一、要切实转变管理观念新形势下,军队不再从事经商活动后,“补助”没有了,部队全靠标准经费搞建设,这就要求我们要进一步强化经费管理意识,切实把工作重心由“标准加补助”转变到“标准加管理”上来;把管理目标由治超支、求平衡转变到重质量、求效益上来;把管理范围由抓重点、抓典型转变到整体推进、全面达标上来;把管理方式由粗放、经验式转变到精细、科学化上
