目的:构建农村药品供应网效率评价指标体系,为农村药品供应网可持续发展提供参考。方法:运用新制度经济学和“结构-过程-结果”评估的有关理论,依照层次分析法构建农村药品供应网效率评价指标体系。结果:初步构建了由1个目标(即农村药品供应网的效率)、3个维度(即结构、过程和结果)、10个一级指标(包括资源投入、监管效率、满意度等)和32个二级指标(包括药品供应网点覆盖、“两员”(协管员和信息员)举报立案率、农民满意度等)共同构成的农村药品供应网效率评价指标体系。结论:所构建的农村药品供应网效率评价指标体系为全面考察农村药品供应网的运行质量提供了可行的工具;而为提升该指标体系的科学性和合理性,有必要作进一步完善。
Objective: To construct the index system of rural drug supply network efficiency evaluation and provide reference for the sustainable development of rural drug supply network. Methods: Using the theory of new institutional economics and “structure - process - result ” evaluation, the index system of rural drug supply network efficiency evaluation was constructed according to the analytic hierarchy process. Results: The preliminary results of this study consist of 1 goal (ie the efficiency of rural drug supply network), 3 dimensions (ie structure, process and result), 10 first-level indicators (including resource investment, regulatory efficiency, satisfaction, etc.) A two-level indicators (including drug supply network coverage, “two ” (coordinators and informants) reported the case rate, farmer satisfaction, etc.) constitute the rural drug supply network efficiency evaluation index system. Conclusion: The index system of rural drug supply network efficiency evaluation provides a feasible tool for comprehensively examining the operation quality of rural drug supply network. To improve the scientific and reasonable index system, it is necessary to further improve the index system.
