There is a fundamental philosophy in philosophy that the concept of all things is limited and there should be definite connotation and denotation. The concept of electronic warfare is an important theoretical issue in the academic research of electronic warfare. It is also a controversial issue for many years. Establishing a rigorous, concise and unified definition of electronic confrontation is not only a prerequisite for the academic study of electronic warfare, but also of great significance for exploring the theory of modern warfare and the theory of army building. One of the current problems in the academic research of electronic warfare is that the expansion of the concept of electronic warfare and the inclusion of some operational and technological means that are not part of electronic warfare within the scope of electronic warfare not only obscure the concept of electronic warfare but also New contradictions have been created in the practice of electronic warfare. It is therefore necessary to define the exact meaning of the concept of electronic warfare. Based on the above considerations, this article focuses on: what is electronic warfare, what does not belong to electronic warfare, and how to ensure the scientific concept of electronic warfare.
