为实现我国科学发展的战略目标,需要在态势分析、趋势判断、科学发展的战略思想与战略原则基础上,进一步研究科学发展的战略对策。分析战略对策同样涉及以加速科学发展、实现科学目标为前提,增强科学发展的原动力、改善社会环境、创造必要条件、优化科学系统的结构,从而优化科学系统的功能与绩效的问题。提高科学意识、完善科学发展的战略导向提高社会对科学的认识与需求,是强化科学发展的社会牵动力、改善科学系统的环境条件、加速科学发展的社会基础。发展全民教育、普及科技知识,提高我国全民的文化水平与科技知识水平,是提高我国社会科学意识、增强科学的社会需求的、长远的、缓发性的但却是根本性的措施。就当前而言,应采取的对策有:
