潘切市是越南平顺省的省会城市,也是越南重要的捕鱼区。10年前这里曾是个安静的小渔村,都市人避暑的首选之地,近年被列为度假区的潘切现在不仅多了许多国际标准的大酒店,更在该市建立了现代化的高尔夫球场。随着越南的逐步改革开发,高尔夫这项曾被认为专属资本主义富人、与社会主义理念相冲突的运动,被视为“提高国家形象”的高级运动。政府不仅鼓励国民普及高尔夫,还制定出发展高尔夫球场的相关优待政策,例如,在土地上开发高尔夫球场所纳的税低于其他开发形式。这使得一批高尔夫球场的建设如雨后春笋般涌出,从而导致大量农田被占用,农民流离失所、环境污染、资源浪费、粮食短缺等众多问题。
Phan Thiet is the capital city of Binh Thuan province in Vietnam and is also an important fishing area in Vietnam. 10 years ago, it was once a quiet fishing village and the first choice for urbanites to enjoy the heat. In recent years, Phan Thiet, now classified as a resort area, not only has more international hotels, but also has established a modern golf course in the city. With the gradual reform and development in Vietnam, the sport of golf, once regarded as an exclusive capitalist rich and in conflict with the socialist concept, is considered a high-level movement to “improve the national image.” The government not only encourages nationals to popularize golf, but also formulates relevant preferential policies for developing golf courses. For example, the tax on developing golf courses on land is lower than other forms of development. This has led to the construction of a number of golf courses that have sprung up, resulting in numerous problems such as the occupation of a large number of farmland, the displacement of peasants, environmental pollution, waste of resources and food shortage.
