京津冀城市群建设,要从城市群规模结构优化和养老服务一体化两个方面重点推进;京津冀协同发展必须把全面提升地方品质放在关键位置,实施全面地区品质战略;京津冀协同发展需要依靠供给侧结构性改革与体制机制创新才能实现既定目标;北京产业疏解应做到“破”与“立”兼顾;京津冀协同发展应有统一的环保标准;促进京津冀区域协调发展须加长西北部生态涵养区和南部功能拓展区“两块短板”。
The construction of urban agglomerations in Beijing, Tianjin and Jiadu should be promoted in two aspects: the optimization of the scale structure of urban agglomerations and the integration of aged care services. In order to promote the coordinated development of Beijing, Tianjin and Hebei, the overall quality of local areas must be put into full play and the overall regional quality strategy should be implemented. Coordinated development needs to rely on supply-side structural reforms and institutional innovation to achieve its stated goal. Beijing should be resolved in both its industrialization and its establishment. Beijing-Tianjin-Hebei should have a unified environmental protection standard for coordinated development. The coordinated development of Beijing-Tianjin-Hebei region should be lengthened in the northwest ecological conservation area and the southern extension of function “two short board ”.
