一、农村非农产业发展与小城镇建设相结合问题的提出及指导方针引导农村非农产业相对集中、连片发展,与小城镇建设相结合的问题,是针对我国农村经济社会发展的实践而提出来的。城镇发展的基础是非农产业,非农产业发展带动城镇发展是社会经济发展的普遍规律。
