一九八七年,我院结合深化改革,推行目标管理,提出了“双增双节”的任务、目标和制定了相应的措施.主要目标是:全面完成年度指令性勘测设计计划任务,大力开拓多种经营,增强自给水平和自我发展能力;围绕建设优质水电工程采取有效措施,提高设计质量和技术水平;对在建工程项目进行设计复查,努力采用新技术、新工艺,以节约设备和材料,降低造价;对前期工作项目和在建项目,以创优秀设计为目标,以节省工程投资,缩短工期,提高效益;控制和节约勘测设计费开支,全年总支出要求比去年降低5 %,行政经费降低10%,能源消耗降低2%.同时制定全年目标收入、目标成本和目标盈余.
