在海峡两岸,向来缺乏地方政府整并的经验研究。本文以台湾推动台中县(市)政府合并个案为例,聚焦人力资源运用问题探讨其推动经验。先后通过深度访谈、搜集媒体报导,进而进行内容分析。研讨个案面临哪些人力资源运用问题?研究发现由“业务功能调整、组织员额编制、人员权益保障”提出说明。主张应以过程论规划县市合并作业,依序运用辩证论、目的论主张引导组织推动变革。
On both sides of the Taiwan Strait, there has been a lack of empirical studies on the integration of local governments. This paper takes the case of Taichung County (city) government merger in Taiwan as an example, focusing on the use of human resources to explore its promotion experience. Through in-depth interviews, collect media reports, and then conduct content analysis. To study the case of human resources problems? The study found that “by the adjustment of business functions, organization of staffing, staff protection”. Advocated should be based on the process of planning the merger of counties and cities, the use of dialectical theory, the purpose of advocacy to guide the organization to promote change.
