现行国民经济核算体系以传统GDP衡量经济总量的做法忽视了经济活动的资源、环境代价。利用主成分分析法将资源与环境因素纳入国民经济核算体系,对我国各省份2002~2009年期间的环境综合指数进行测算。结果表明:各省份环境综合指数基本稳定,表现较好的主要集中在东部,较差的集中在西部;三大区域的环境综合指数无论是区域内省份间的差异还是纵向变化趋势,东部都最为稳健,中部和西部较差;环境综合指数由高到低依次为东、中、西部,西部与中部地区的差距正逐渐缩小,而中部与东部间的差距有扩大的趋势。
The current system of national accounts, which measures the total economic output with traditional GDP, neglects the resources and environmental costs of economic activities. Using principal component analysis to integrate resources and environmental factors into the national economic accounting system, the environmental comprehensive index of each province in China from 2002 to 2009 was calculated. The results show that: the environmental comprehensive index of each province is basically stable, the performance is better mainly in the east and the poorer in the west; the environmental comprehensive indexes of the three regions are the most in the east regardless of the differences among the provinces or the longitudinal changes While the central and western regions are getting poorer. The environmental comprehensive index descends in the order of east, middle and west, and the gap between the west and the central regions is gradually narrowing. However, the gap between the central and eastern regions has been widening.
