2017年中央一号文件第8条提出:创造良好农产品国际贸易环境。统筹利用国际市场,优化国内农产品供给结构,健全公平竞争的农产品进口市场环境。健全农产品贸易反补贴、反倾销和保障措施法律法规,依法对进口农产品开展贸易救济调查。鼓励扩大优势农产品出口,加大海外推介力度。加强农业对外合作,推动农业走出去。以“一带一路”沿线及周边国家和地区为重点,支持农业企业开展跨国经营,建立境外生产基地和加工、仓储物流设施,培育具有国际竞争力的大企业大集团。积极参与国际贸易规则和国际标
Article 8 of the Central Government Document No. 1 in 2017 proposed: Creating an International Trade Environment for Good Agricultural Products. Make overall use of the international market, optimize the supply structure of domestic agricultural products, and perfect the market environment for agricultural products fair competition. We will improve laws and regulations on anti-subsidy, anti-dumping and safeguard measures for agricultural products trade and conduct trade remedy investigations on imported agricultural products in accordance with the law. Encourage the expansion of exports of superior agricultural products and increase overseas promotion efforts. Strengthen foreign cooperation in agriculture and push agriculture out. Focusing on the “Belt and a Road” and other neighboring countries and regions, we should support agricultural enterprises to carry out transnational operations, set up overseas production bases, processing and warehousing logistics facilities and foster large conglomerates with international competitiveness.
