今年,党中央提出的全党全国工作的大局是:抓住机遇,深化改革,扩大开放,促进发展,保持稳定。在这个大局中,摆在头一位的任务是加快经济发展,增强经济实力,为改革、为稳定创造坚实的物质基础。现在,白银市已经制定并正在实施的诸如“八五”计划和十年规划、使全市经济更快更好上台阶的发展规划、“三七”扶贫工程和农村奔小康规划,以及精神文明建设的“四三一”工程规划等等,从这些年的实施情况看,最为突出的是资金、技术、人才等问题。解决这些难题,就是要全方位地扩大对外开放,千方百计、多渠道、多层次的引进外部的资金、技术和智力。过去,我们在这方面曾经做出了积极努力,但还不适应经济发展的需要,还有相当大的潜力。我们应当进一步认清扩大对外开放对白银经济发展的重要性和紧迫性,以扩大开放促进改革深化,促进经济发展,保持社会大局稳定。
