关于工业企业(钢铁企业除外)亏损弥补问题,我会所颁“地方企业资金管理暂行规定”中规定由同级财政分成中弥补。鉴于我省财政收入完不成原定指标,大部地区短收,无超收分成来弥补这部份亏损;同时各地用于预算支出的坐支比例分成收入,亦因收入完不成任务,支出尚在压缩,对企业亏损无力弥补解决。因此决定这些企业今年所发生的亏损,由各级财政总收入中退库弥补,并限于年底前查实退完,以利企业生产及明年预算的安排。因该项退
