2006年3月,全国人大常委会办事机构公布了劳动合同法草案,向全社会征集立法意见。这是新中国成立后第13部公开征求全民意见的法律草案,是推进立法民主化的又一个标志性事件。2007年4月,十届全国人大常委会第二十七次会议对劳动合同法(草案)三次审议稿进行了认真细致的审议,仔细推敲,字斟句酌,讨论热烈,对草案条文提出了许多修改建议。与二审稿相比,三审稿吸收了常委会第二次审议过程中各方面的意见,对劳动关系的建立和劳动合同的订立、培训职工的服务期协议、经济性裁员、经济补偿、集体合同、劳务派遣、过度条款等相关规定进行了修改和完善。
