一九八六年八月十八日国发〔1986〕84号国务院同意财政部《关于派设中央企业财政驻厂员机构的报告》,现转发给你们,请照此执行。国务院各经济部门在各地的企业,对国民经济发展和财政收支平衡关系很大。为了改变目前地方财政部门对这些企业难以进行监督管理,而中央主管部门又“鞭长莫及”的状况,切实加强财政监督,改善经营管理,提高经济效益,财政部在中央企业多的省、市派设中央企业财政驻厂员机构,是很有必要的。各地要抓紧建立机构,严格按照条件选配干部,边组建边工作。
