人事档案是人事管理活动中形成的文件材料,是记述和反映个人经历和德才表现的原始记录。长期以来,我国事业单位人事档案管理工作相对滞后,存在人事档案意识薄弱,管理制度不健全,管理人员配备不足,硬件条件不完全符合档案安全保管要求,信息化、现代化水平不高等问题,在一定程度上限制了事业单位人事档案作用的发挥。本文对此进行了分析,针对这些问题,提出了全面加强事业单位人事档案管理工作的几点建议。
The personnel files are the documents and materials formed in the personnel management activities and are the original records that describe and reflect the personal experiences and the performance of moral talents. For a long period of time, the administration of personnel files in our country has been relatively lagging behind. There is a weak awareness of personnel files, a weak management system, inadequate management staffing, incomplete hardware conditions that meet the requirements for file safekeeping, low informationization, and a low level of modernization. To a certain extent, the function of personnel files in public institutions is limited. This article has carried on the analysis, to these questions, put forward some proposals which strengthens the personnel file management in the public institution in an all-round way.
