本文简要地介绍了九十年代英国国家卫生服务改革情况。数十年来在资源分配、优先服务顺序都以专科医生和国营医院为主的、向全民提供免费综合医疗服务的国家卫生服务 ,在从 1991年开始的机构改革中发生了重大变化 ,引进了依据市场原则的内部市场 ,将自主经营的权力转让给了服务提供者——基金保有诊所和地区保健局 ,给以个人开业诊所为核心的基本医疗提供了大力发展的绝好机会。强化管理明显地提高了服务购买力 ,有可能创造出各具地方特色的服务机构
This article briefly introduces the state of health services reform in Britain in the 1990s. In the past decades, the national health services that provided free general medical services to specialists and state-run hospitals in resource allocations and prioritized service orders, have undergone major changes in the institutional reforms that began in 1991. The market-based internal market has transferred the power of self-management to service providers, the Fund Preservation Clinic and the Regional Health Bureau, providing excellent opportunities for the development of basic medical care centered on individual practice clinics. Intensified management has significantly improved the purchasing power of services and has the potential to create service organizations with local characteristics.
