近年来,中国城镇住房市场上房价与居民购买力之间的矛盾十分突出,政府部门用以调控房价的行政管制手段典型体现为经济适用房和限价房。然而,通过对这类限价房产的社会福利与效率效应的分析发现:如果对住房上涨的控制不是基于对市场供求关系的改善,而是单纯的限价管制,不仅不能达到控制价格的政策预期目标,反而会因为抑制产量导致社会福利净损失,而且会因为在流通分配过程中的寻租行为和商品错误配置而产生多重福利损失。因此,需要在认真分析中国住房供需特点的基础上,在尊重市场基本规律的前提下,找寻调控房价真正持久有效之路。
In recent years, the contradiction between housing prices in the urban housing market in China and residents’ purchasing power is very prominent. The administrative measures that government departments use to control housing prices are typically embodied as affordable housing and price-limiting housing. However, by analyzing the social welfare and efficiency effects of such limited real estate, it is found that if the control of housing rise is not based on the improvement of the market supply and demand but merely the limit control, it will not only fail to meet the policy of price control The goal, on the contrary, will be a net loss of social welfare due to the suppression of output and will result in multiple welfare losses due to the rent-seeking behavior and the wrong allocation of commodities in the process of circulation and distribution. Therefore, we need to carefully analyze the characteristics of China’s housing supply and demand on the premise of respecting the basic laws of the market, to find the real long-term effective regulation of housing prices.
