中国战略导弹部队——第二跑兵,是装备地地战略导弹武器系统,施行积极防御战略任务的重要核反击力量。它由近程、中程、远程和洲际导弹部队与作战保障、技术保障、后勤保障部队以及担负阵地修建任务的工程建筑部队等组成。它的基本任务是,遏制敌人对我国使用核武器,在敌人发动核袭击时,遵照统帅部的命令,独立地或协同其它军种打击敌人的重要战略目标。这支部队经过30多年的建设,逐步发展、不断壮大,已具有相当的规模和实战能力,成为主要的核威慑和战略核反击力量。它对加强国防,提高中国的国际地位起着重要作用。
