随着我国高等教育的不断发展,研究生招生规模也相应扩大.面对日益增长的教育开支和补贴,政府财政已是不堪重负.研究生培养机制改革逐渐提上日程.然而随着成本分担制的试行,高校中经济贫困的研究生也日益增多,从而影响了研究生教育的质量.要保证研究生培养机制改革的成功,很大程度上取决于相应的资助制度是否完善有效.完善的资助政策是实施研究生教育收费的保证,是研究生教育中保障公平、提高质量、实现调控、优化结构的一个必不可少的环节和财政手段.从经济学视角,分析研究生资助制度的理论基础.
