文章指出,和谐劳动关系构建中的政府行为,存在劳动执法不作为和司法效率不高偏离规制者要求、劳动争议调处偏离公共管理目标、推进工资集体协商偏离集体协商本质以及对非政府组织参与治理的限制偏离正当性要求等偏差。其主要成因在于:认识偏差导向下地方政府怠于行使治理职责、GDP崇拜导向下担心严格执法影响经济发展、政绩导向下社会组织待培育的集体化转型欲速不达、刚性维稳导向下担心劳工服务类社会组织异化。文章认为,要克服上述偏差,政府需要进一步深化经济发展新常态下和谐劳动关系构建中政府作用的研究、完善官员政绩考评体系、提升集体协商质量和实效、引导和规范社会力量参与。
