企业海外社会安全风险防范是实施“一带一路”战略的重要基础。“一带一路”沿线国家存在政权更迭、战争、社会局势动荡、恐怖袭击、社会治安等多样性的安全风险隐患,可能会对海外员工、财产、机构和组织的正常运行造成损害。中央企业在“一带一路”的投资建设项目众多,但海外安保体系建设整体上落后于现实需求。“一带一路”战略下中央企业“走出去”的海外安保体系建设,应完善顶层设计,强调其系统化、常态化、专业化和产业化。中央企业具体应从完善海外安保制度建设、海外安全风险信息收集研判机制、安全风险评估体系、突发事件应急机制、安保资源保障与共享机制和企业海外安保文化环境营造等方面入手构建全方位的安保体系,形成最优安保决策,有效规避海外安保风险。
Corporate social security risk prevention overseas is an important foundation for the implementation of the “Belt and Road” strategy. In the countries along the “Belt and a Road”, there are hidden dangers in the security risks such as regime changes, wars, social turmoil, terrorist attacks and public order, which may cause damage to the normal operation of overseas employees, property, institutions and organizations. Central enterprises have a large number of investment and construction projects in the “Belt and Road” but the overall construction of the overseas security system has lagged behind the actual demand. Under the “Belt and Road Initiative” strategy, the top-level design should be improved and the systemization, normalization, specialization and industrialization of the central enterprises should be improved. The central enterprises should set up a comprehensive range of security measures in terms of perfecting the overseas security system construction, the overseas safety risk information collection and judgment mechanism, the safety risk assessment system, the emergency response mechanism, the safeguarding and sharing mechanism of security resources, and the overseas security and cultural environment of enterprises System, forming the best security decision, effectively avoiding overseas security risks.
