通过文献资料法、访谈调查法、问卷调查法、数理统计法、实地观察法研究了我国政府竞技体育管理职能存在的问题、面临的挑战、调整的措施。研究认为,我国政府竞技体育管理职能存在的问题集中表现在管理的权限、职能的效度、管理的价值取向3个方面,政府仍然掌控着竞技体育管理中的关键资源,并隐性地施加自身的政治影响,影响竞技体育发展的功能定位和方式选择。当前政府管理竞技体育面临发展机制冲突、发展利益分化与博弈加剧、发展成本与效益亟待优化等方面带来的挑战,体制外的体育组织或个人参与竞技体育的发展仍有较高的门槛,市场机制与行政机制间的冲突与矛盾在一定范围和时间内仍将继续,这将影响政府职能改革的趋向。政府竞技体育管理职能的调整主要集中在职能重心的调整、管理价值取向的调整、管理权限的调整3个方面,政府需要不断转变自身的管理理念和方式,协调好不同领域内的管理职责与功能,以调整自身对竞技体育发展的干预方式。
Through literature research, interview survey, questionnaire survey, mathematical statistics and field observation, this paper studies the existing problems, challenges and adjustment measures of Chinese government competitive sports management functions. The study shows that the problems existing in the management functions of competitive sports in our government are concentrated in three aspects: the authority of management, the validity of functions and the value orientation of management. The government still controls the key resources in the management of competitive sports and implicitly imposes itself The political influence, the functional orientation and the choice of ways that affect the development of competitive sports. At present, the management of competitive sports in government is confronted with the challenges arising from the conflict of development mechanism, the divergence of development benefits and the game, the development cost and the urgent need to optimize the efficiency. Sports organizations or individuals outside the system still have higher barriers to the development of competitive sports, and the market Conflicts and contradictions between the mechanism and the administrative mechanism will continue within a certain range and time, which will affect the tendency of the government’s functional reform. The adjustment of government competitive sports management functions mainly focuses on the adjustment of functional center of gravity, the adjustment of management value orientation and the adjustment of management authority. The government needs to constantly change its own management concepts and methods and coordinate the management responsibilities and functions in different fields , To adjust their own intervention in the development of competitive sports.
