北约16國1月10日至11日在布魯塞爾舉行的第13次首腦會議上,批准了「和平伙伴關係」計劃。北約秘書長韋爾納說,這次會議是北約「通向二十一世紀的重大歷史性轉折點」。於是,從2月初開始,北約接二連三地向中、東歐國家派出代表團,解釋說明「和平伙伴關係」計劃的内容,以便使這些國家更快地簽署「和平伙伴關係框架文件」。截至2月8日,已有羅馬尼亞、匈牙利、烏克蘭等六個中,東歐國家先後與北約簽署了這一文件。一個推動「和平伙伴關係」計劃盡快實施的活動拉開了序幕。
The 13 NATO summits held at Brussels from January 10 to January 11 approved the “Partnership for Peace” program. NATO Secretary-General Werner said the meeting is NATO’s “major historic turning point into the 21st century.” Thus, from the beginning of February, NATO has successively sent delegations to the Central and Eastern European countries to explain the contents of the “Partnership for Peace” program in order to enable these countries to sign the “Framework for Partnership in Peace” more quickly. As of February 8, six Central and Eastern European countries, including Romania, Hungary and Ukraine, signed this document one after another with NATO. A campaign to promote the “Partnership for Peace” program kicked off as soon as possible.
