随着上海港企业经营机制的转换和劳动用工制度改革的深化,外来承包工人数逐年增多,现已成为装卸生产中一支不可缺少的生力军。目前,上海港使用承包工的装卸单位共有13家公司。承包队有29个,他们分别来自山东省临朐县、四川省黔江县、湖南省丰江县等7个省13个县、区。承包工总数达3872人,占上海港装卸劳动力人数的45％,其中:男3863人,女9人。分布在装卸一线生产岗位上的人数为3788人。平均年龄为27岁,最小年龄在17岁,最大年龄51岁。文化程度以初中居多,有2550人,高中有280人;其余为小学。承包工中党员有143名,团员686名。在29个承包队中,已有19个承包队组建了工会组织,会员总数1850人,占承包工总数的47％。 上海港装卸一线用工制度改革,经过了由轮换工到承包工(队)、再到承包公司三个发展阶段。据调查,目前承包队组建形式有三种: (1)“清包”。承包队由单一的承包工组成,党政工团管理人员由承包队人员担任,自行管理。采取这种形式的是龙吴,宝山等新建港区。 (2)“混包”。承包队由承包工和反聘人员混合组成。承包队党支部书记、队长由所在港务公司委派,副队长和工会主席由承包队人员担任,承包队反聘港区一部分装卸队职工(包括管理人员、班组长、装卸工)。采用这种形式,主要是原有装卸工自然减员较
With the transformation of the operating mechanism of Shanghai Port and the deepening reform of the labor and employment system, the number of foreign contractors has been increasing year by year and has now become an indispensable new force in the handling of production. At present, there are 13 companies involved in the handling of contractors in Shanghai Port. There are 29 contracting teams from 13 counties and districts in 7 provinces including Linqu County of Shandong Province, Qianjiang County of Sichuan Province and Fengjiang County of Hunan Province.
