能源的重要性见之于人类生活的每一个环节。享受不到现代能源服务即没有电力接入、依赖传统生物质能,就是国际社会公认的能源贫困。能源贫困危及弱势群体的生存和发展权,而且有损人类社会的价值理念。国际社会对能源贫困认识的不断深化,正在推进全球范围内消除能源贫困的实践,联合国也将消除能源贫困和确保“人人享有价廉、清洁、可持续的能源”列为其重要发展目标。
The importance of energy is seen in every aspect of human life. The lack of access to modern energy services that do not have access to electricity, relying on traditional biomass, is the international community recognized energy poverty. Energy poverty endanger the rights of the underprivileged to subsistence and development and undermine the values of human society. The deepening understanding of the world about energy poverty by the international community is pushing forward the global practice of eliminating energy poverty. The United Nations has also made it an important development to eliminate energy poverty and ensure “low-cost, clean and sustainable energy for all” aims.
