社会主义制度需要改革,这是不言而喻的。改革并不等于革除弊病,制止错误的发展并作出必要的调整。对此人们争论不休。尽管在政治实践中我们很难把自然发展所必需的改革与纠正错误的决定及其后果的措施加以区分,但是仍必须根据原则予以指明。首先,我们应该清楚地说明,所有卓越的科学社会主义理论家,首先是马克思,都认为社会主义是一个过渡阶段,并以此作为其理论的出发点。
It is self-evident that the socialist system needs reform. Reform does not mean removing the ills, stopping the wrong development and making the necessary adjustments. People are arguing about it. Although it is difficult in political practice to make a distinction between the reforms necessary for natural development and the measures to redress erroneous decisions and their consequences, they must still be specified on the principle. First of all, we should make it clear that all outstanding scientific socialism theorists, above all Marx, consider socialism as a transitional phase and as a starting point for its theory.
