所谓结构性失衡,是指由于产业结构不能适应国际经济结构的变化而发生的国际收支不平衡。在新疆阿勒泰地区,由于涉外经济结构单一,出口产业链条尚处在低级阶段,因此结构性失衡主要反映在出口产品的结构上。由于国际收支顺差已持续多年,粗放单一的出口产品结构容易导致贸易增长动力衰退和贸易模式路径锁定。针对上述情况,建议相关部门从以下几个方面完善管理:支持本土企业的研发活动,增强自主创新能力。地方政府和相关职能部门应该鼓励和引导出口企业开展研发活动,增强其自主创新能力,不断提高产品的技术含量和设计水平,增加农副产品等产品的深加工率和附加值,从而优化出口产品结构,不断增加新的出口增长点。同时,应积极引导企业加强质量体系建设,创建出口品牌,增强企业发展后劲。

In view of the above, it is suggested that the relevant departments improve their management in the following aspects: supporting the R & D activities of local enterprises and enhancing the capability of independent innovation. Local governments and relevant functional departments should encourage and guide export enterprises to carry out R & D activities, enhance their capability of independent innovation, continuously improve the technical content and design level of products, and increase the deep processing rate and added value of products such as agricultural and sideline products so as to optimize the structure of export products, Constantly increase new export growth points. At the same time, we should actively guide enterprises to strengthen the quality system, create export brands and enhance the development potential of enterprises.
