一、当前“改制”单位党建工作 相对滞后的表现 这里所指的“改制”单位,是指国有企业在运筹建立现代企业制度中,对所辖后勤、辅助、自办社会单位中采取多种方式先行分离、分流、脱钩出来的单位。这类单位在国企中带有普遍性。作者所在的企业——香花岭锡矿,象这类“改制”单位有13个,笔者根据本矿及外单位企业的调查,认为大部分单位党建工作抓得较好,但也有的“改制”单位党建工作相对滞后,其表现为:
