我厂是一个具有八千多名职工的铁路大型骨干企业,厂办现有秘书5人.自1989年底开始,实施了“条块结合”工作法,改变了过去那种工作无头绪、无规律、无计划的“三无”局面,由被动服务转变为主动服务,使厂办工作初步实现了科学化、规范化、程序化.所谓“条块结合”工作法,就是将秘书按工厂业务系统进行责任分工(即“条”),同时分别承担厂办各职能业务(即“块”)的一种工作责任制度.具体做法是;
