限行作为交通需求管理的重要手段,对平衡大城市交通供需关系、疏解高峰路网压力有着显著功效,已在国内多个大中型城市得到应用。然而在城市多极化发展日益繁荣,大城市纷纷打造副中心、外围组团的今天,核心区外围的局部区域性交通问题日益显现,但针对大城市外围区域而专门组织开展的区县限行仍处于起步阶段。本文通过对萧山城区错峰限行的意义及预期影响进行分析,研究萧山作为杭州下辖的行政区,在杭州“双限”管理模式下所面临的问题和解决方案。同时,结合措施的实施效果评估,总结归纳萧山在此次区域限行开展过程中所获得的经验。
As an important means of traffic demand management, the limit line has a significant effect on balancing the supply and demand of transportation in major cities and relieving the pressure on the peak road network. It has been applied in many large and medium-sized cities in China. However, with the development of multi-polarization in the cities becoming more and more prosperous, big cities have to build sub-centers one after another, outside the core areas today, the problem of regional transport outside the core area is increasingly apparent, but the limited line of districts and counties specially organized for the peripheral areas of the metropolitan area is still in The initial stage. Based on the analysis of the significance and the expected impact of Xiaofeng city limits in Xiaoshan city, this paper studies Xiaoshan as the administrative area under the jurisdiction of Hangzhou and the problems and solutions it faces in Hangzhou “double limit ” management mode. At the same time, combined with the evaluation of the implementation effect of the measures, this paper summarizes the experience gained by Xiaoshan in the process of the limitation of the region.
