2006年国家高度重视中小企业的改革和发展,把促进中小企业发展放在更加突出的位置,出台了一系列的法律法规。国家发改委提出实施中小企业成长工程,并将其列入国家“十一五”规划《纲要》,我国中小企业发展已经到了从主要依靠数量扩张的粗放型增长转到依靠技术和管理创新的科学、可持续发展阶段,中小企业迎来了历史发展的最好时期。
