2003年8月27日,是我国政治文明建设的又一个重要时刻。这一天,十届全国人大常委会第四次会议以一百五十一票赞成、零票反对、一票弃权表决通过《中华人民共和国行政许可法》。将于2004年7月1日起施行。这是继1989年行政诉讼法及1996年行政处罚法颁布实施后行政法制建设领域又一部极其重要的法律,是我国民主法制建设史上的又一座里程碑,表明我国政府开始加速从管制型向管理服务型的根本转变。
