第一条:为了照顾家庭确实贫苦的革命烈士、革命军人、革命工作者(暂限党、政、军、民、学各部门供给制人员)之子女入学困难,及鼓励工农劳动人民子女入学,培养大批新知识份子,贯澈新民主主义教育方针,特制定本办法。第二条:凡革命烈士、革命军人、革命工作者及工农劳动人民之子女,经考试及格,入普通中学学习,家庭经济确实困难无力供给者,得按照本办法规定之申请手续,请求助学金。经审查批准后,按照其家庭经济困难程度,除免交学杂费外,分甲、乙、丙、丁、戊五种标准补助之。甲等:供给书籍、讲义等学习用品及全部衣食,每月以折合小米九十五斤计。乙等:供给书籍、讲义等学习用品及全部伙食,每月以折合小米七十斤计。
