各区委、区人委、党委、党组,近郊人民公社党委:我市的农业生产,在中央的有关政策具体落实以后,形势已显见好转。今年的粮食收成,初步估算,比去年略有提高;但是,彻底克服连年灾荒造成的困难,还需要在一定时间内作相当大的努力。因此,在农业生产上,除了继续发动农村社队和广大社员种好现有土地,增加粮菜产量外,积极开垦近郊荒地,也是克服困难的重要措施之一。近郊垦荒,不仅在增加粮菜,改善全市人民经济生活上有着显著的作用,而且在贯彻执行中央“大办农业、大办粮食”的方针和压缩城市人口、繁荣近部农村的工作上,也有着重大的意义。为了将近郊垦荒工作做好,特作如下指示:
