共同富裕诉诸的是以生产力发展为前提的生产关系。社会主义市场经济体制的建立是生产关系的深刻变革，这使共同富裕成为需要探讨的新课题。为此，有必要对平均主义是否导致了共同贫穷、单凭收入再分配政策能否实现共同富裕的目标、决定共同富裕的基本条件是政策还是制度等问题展开进一步讨论。
