地域独特性、军事推动型、民风淳厚性、资源的多样性和外部力量是制约山寨经济发展的五大因素,“就地开发”和“生态移民”是山寨经济发展的模式,特色经济是发展方法,经济市场化和制度创新是发展的关键问题,产业转型、资源优势难以发挥和人才瓶颈是发展的障碍。可以通过村寨重组、政策和制度创新、构造良性生态系统等措施实现山寨经济全面发展。
