依据习副主席元旦日团拜会上的指示精神:「我们要用百分之九十的力量做好群众工作」,参照去年省第一次民政会议决议和五○年工作经验,结合上级民政部门工作的指示,及本省当前具体情况,在五○年已有的基础上,确定五一年民政工作方针为:「继续发扬民主,进行社会改革,组织群众加强生产救灾,大量培养和提高干部」。根据以上方针和情况,特提出五一平民政计划如下:
