：

中国共产党诞生以来肩负民族独立、国家统一、人民解放、中华复兴的历史使命,作为中华民族脊梁、中国人民主心骨,在为中国人民谋幸福,为中华民族谋复兴的奋斗过程中,不断铸牢了中华各族儿女中华民族共同体意识.进入新时代,中国共产党更是海内外中华儿女凝心聚力、铸魂同行的核心领导力量,是不断铸牢中华民族共同体意识的倡导者、培育者、推动者和铸造者.

公益性是自然保护地的核心属性.国家公园是我国借鉴国际国家公园发展史并探索自然保护地优化整合形成的一种新类型,是我国自然保护地体系内综合价值最高的一类.长期以来自然资源管理体制不顺和权属不清等问题最终导致自然保护地社会公益性逐渐丧失.我国探索建立以国家公园为主体的自然保护地体系旨在理顺自然资源管理体制,让自然保护地逐渐回归公益性.国家公园公益性保障是在提高国家公园共有比例、增加共建能力、提升共享水平的基础上保持或增加当代(后代)所有社会群体的福利,通过选择公共物品多元主体供给模式、建立和完善国家公园制度体系
