辽河油田曙光油区受生产方式和生产环境的影响,整个生产过程始终面临潮水内涝、SAGD高温高压、汽窜井喷、硫化氢超标、苇田防火及环保六大风险要素。针对以上问题通过以预案编制为核心、以三项责任为保证、以信息网络为平台、以实战演练为手段,从而提升了基层应急管理的避险能力、执行能力、预警能力和实战能力,实现了应急工作常态化管理,也为区域安全生产以及应对突发事件的处置提供了保障。 Shuguang Oilfield in Liaohe Oilfield is affected by the production mode and production environment. The whole production process is always subject to six risk factors: tidal waterlogging, SAGD high temperature and pressure, steam blowout, excessive hydrogen sulfide, fire prevention and environmental protection in reed fields. In view of the above problems, through the preparation of the preliminary plan as the core, the three responsibilities as the guarantee, the information network as the platform and the actual combat training as a means, the hedging, execution, early warning and combat capabilities of the emergency management at the grassroots level have been enhanced. The normalization of emergency management has also provided a guarantee for the regional safety in production and the handling of emergencies.
