神光-Ⅲ激光装置建设项目是一项投资规模巨大、建设周期长、技术复杂程度高、工程实施不确定性突出的大型研究型科学工程。项目建设过程中,需要开展多个项目群建设内容的外协管理与实施。其中,针对数千台套主工艺设备非标外协研制的管理是项目建设过程中组织管理的主要活动之一,其实施效果会对项目建设任务的最终完成产生重要影响。因此,介绍项目建设以来的外协组织管理实践情况,重点对非标研制主工艺设备外协联盟的建立与实践情况进行统计分析,可供其他大型研究型科学工程建设组织管理参考。
Shen Guang-Ⅲ laser device construction project is a large-scale investment in science and technology, a long construction period, high technical complexity, prominent uncertainty of the implementation of large-scale research projects. During the process of project construction, it is necessary to carry out the management and implementation of outsourcing by multiple project groups. Among them, the management of non-standard outsourcing of thousands of sets of main process equipment is one of the main activities of organization and management in project construction, and its implementation effect will have an important influence on the final completion of project construction. Therefore, this paper introduces the management practices of SAFE since the construction of the project and focuses on the statistical analysis of the establishment and practice of non-standard main process equipment outsourcing association for the reference of other large-scale research-oriented construction projects.
