INTRODUCTION STATEMENT OF QUESTIONS This article addresses the issues of detecting targets that are close to the ground, such as low-flying aircraft and missiles. Observing the ground from the airborne platform becomes more and more attractive. The main advantage of doing so is the avoidance of terrain masking and other spread effects, radar maneuverability and the possibility of using small unmanned reconnaissance platforms. However, the radar mounted on the aircraft faces a serious clutter problem. Unlike ground-based radars, it must take into account the fact that the clutter energy is large and there is a Doppler shift associated with the bearing.
