作为中国外来人口第一大省的广东,在2010年的第一天迎来了一个历史性的跨越——广东正式告别实施多年的暂住证制度,从2010年1月1日开始实施居住证制度。这一制度的变动,是基于当天正式实施的《广东省流动人口服务管理条例》而作出的。记者看到,条例突出了对流动人口的服务理念,改变了以往强调流动人口接受管理的义务,明确了流动人口持居住证享有的权益,并要求逐步实现流动人口基本公共服务均等化。“作为全国流动人口最多的省份,广东拥有3000多万流动人口,占全国总数的三分之一。此次实施的居住证制度及相关规定表明广东改善流动人口服务管理的积极取向,进一步凸显了对外来人口落实社会管理、公共服务和权益保障的功能,同时,也是政府执政理念的一个巨大转变。”广东省综治办主任陈少波介绍说。目前已经取消暂住证的3个省是浙江、广东、辽宁。另外,北京市有关部门已经公开对媒体表示,明年将解决取消暂住证的立法工作,在全市全面实施居住证制度。事实上,在以省为单位取消暂住证之前,已经有深圳、大连、太原、沈阳以及武汉5个城市取消了暂住证制度,而以居住证制度代替。

The three provinces that have now canceled their temporary residence permits are Zhejiang, Guangdong and Liaoning. In addition, relevant departments in Beijing have publicly told the media that they will solve the legislative work of canceling temporary residence permits next year and fully implement the residence permit system in the city. In fact, prior to the abolition of the temporary residence permit by province, the temporary residence permit system has been abolished in five cities of Shenzhen, Dalian, Taiyuan, Shenyang and Wuhan, and replaced by the residence permit system.
