农村软弱涣散和瘫痪状态党支部经过集中整顿治理,怎样巩固提高,如何防止复瘫,确保党的十四届四中全会精神的贯彻落实,这是农村基层党组织建设中亟待研究解决的重大课题。石家庄市委经过实践,探索总结出一条可资借鉴的新途径——防瘫预警机制。它是根据生态学原理和系统论思想,针对农村基层党组织的动态转化规律,汲取农村基层党建的成功经验,在调查研究的基础上建立的一种科学有效的防治农村瘫痪班子、加强农村基层党组织建设的方法体系。它改革“亡羊补牢,被动整顿”式方法,实行“预防为主,未瘫先治”的策略,对农村班子的运行状况随时监测,经常分析,发现瘫痪苗头,超前设防治理,使农村基层党组织建设在良性循环中逐步得到全面加强。
