1984年10月25～29日,机械工业部电工局委托西安微电机研究所召开了控制微电机行业厂长会议。参加会议的有各行业厂、有关高等院校等38个单位、90名代表。本次会议本着“协作自愿、费用分摊、成果共享、有偿转让”的原则召开,达到了“汇集情况、通报信息、组织协作、落实任务”的目的。作为行业归口所的西安微电机研究所,把促进行业的改革和“三上一提高”作为一切工作的出发点和指导思想。研究所在今后的工作中要破除依靠行政方法。为此,以后主要工作应该是给行业厂“提供信息、促进协作、储备技术,促进转让。”为了促进技术进步,就需要“水平问题抓标准、质量问题抓认证、方向问题抓规划、情报问题抓信息。”
