[目的]建立上海卫生监督机构绩效评估指标体系基本框架。[方法]文献检索,并对上海市现行绩效考核体系进行分析。[结果]上海卫生监督机构绩效评估指标体系框架是一个由目标层、准则层、指标层构成的多层次结构模型。目标层是指标体系的建立目标,用来衡量卫生监督绩效现状及发展趋势。准则层体现卫生绩效评估指标的层次,主要包含投入、利用、效果以及影响因素四个方面。指标层主要指具体指标的建立,是由各项单项指标来体现的。[结论]上海绩效评估指标体系基本框架主要是从理论研究基础上提出的,有待实践检验。
[Objective] To establish the basic framework of Shanghai Health Authority performance evaluation index system. [Methods] Literature search, and analysis of the current performance appraisal system in Shanghai. [Result] The performance evaluation index system framework of Shanghai health supervision institution is a multi-level structure model consisting of target level, criterion level and indicator level. The target level is the establishment of the target system to measure the performance status and development trend of the health supervision. The level of the standard reflects the level of indicators of health performance evaluation, including investment, utilization, effectiveness and influencing factors in four aspects. Indicator layer mainly refers to the establishment of specific indicators, is reflected by the individual indicators. [Conclusion] The basic framework of Shanghai performance appraisal index system is mainly based on the theoretical research, yet to be tested by practice.
